British Council Morocco operates Rabat, Casablanca and Tangier and we employ approximately 150 staff. Our activities are broad based, including a growing Exams business, and a sizeable portfolio of grant, partnership and externally funded English, Education, Arts and Society programmes and projects.

Project description

Funded by the EU and delivered by the British Council with UK and French government partners, SRII aims to strengthen young people’s resilience – their ability to “survive and thrive” whatever pressures and hazards they confront. It will be implemented over three years (2018-2021) in five countries in the Middle East and North Africa. The programme:

  • Engages young people in at-risk areas through activities that interest them, such as Active Citizens, sports, education, local governance, culture and social enterprise.
  • Helps young people to identify local issues and trains them to develop the networks and skills to respond
  • Mentors young people as they apply their skills to design and deliver social initiatives to enhance community life
  • Trains CSOs to better communicate their work to young people and develop initiatives that create opportunities to engage local youth
  • Supports young people and CSOs to communicate their experiences to their local community and beyond.

Role description

SR applies a Problem-Driven, Iterative and Adaptive approach, and develops programming which is locally led and locally owned by the community actors we work with. The approach requires i) the ability to draw on and generate research to inform programme design and ii) explicitly embed learning in all elements and at all levels of our work, ensuring SR and local actors both learn about and from the context and are empowered to act on this to adapt plans. This has important implications for the behaviors and approach required for the successful candidate.

  1. Overseeing, Managing and Coordinating SR2 MEL activities in Morocco
  • Oversee M&E processes in Morocco including overseeing data collection and analysis conducted by other MEL staff and/ or Partners
  • Act as MEL point of contact to liaise with SR2 MEL Supplier (i.e. Alert), including responding to requests for data, integrating advised MEL approaches and Tools into the programme MEL
  • Work with MEL Supplier to train, build capacities of and accompany local partners, contractors and others involved in MEL activities (collecting data, activity monitoring reports etc.)


  1. Reporting
  • Ensure that all activities have after action reviews or evaluation reports
  • Prepare data for 6 monthly progress reports to share with MEL Supplier
  • Flag problems or issues with reporting data in advance of reports to British Council SR2 colleagues and MEL Supplier so that these can be addressed
  • Support SR2 colleagues and MEL Supplier in development planning and logistics of Mid-term and final evaluations
  • Provide support and guidance to partners in their monitoring reports
  • Ensure that evidence and learning from programme M&E informs reports and recommendation for programme adaptation


  1. Conducting regular QA of MEL data collected for SR2 Morocco, work with MEL Supplier to ensure this data is complete, of quality and managed and stored securely
  • Support MEL Supplier in QA of MEL Data (MEL Supplier primary lead)
  • Ensure data management complies with British Council regulations and relevant ethical and data protection protocols
  • Conduct sport checks of partners’ M&E data [if and as appropriate]


  1. Supporting research for SR2 Morocco, ensuring this research informs programme implementation and M&E
  • Liaise with SR2 colleagues involves in research to ensure connections and linkages with research and MEL frameworks
  • With MEL Supplier [lead] review MEL approach in light of new evidence from research and propose recommendations for programme adaptation based on this new understanding/ evidence
  • Support research dissemination events in country.


  1. Learning and Communicating MEL and evidence from programming (in support of RA 6)
  • Work with MEL supplier to support learning and reflection sessions as part of MEL activities with SR2 colleagues, partners and stakeholders
  • Engage in cross-context/ regional learning and sharing activities


The post holder will be based in the Tangiers office and will be a member of the MENA SRII team and also the Morocco Programmes and Partnerships team. S/he will report directly to the Programme lead in Morocco and work closely with stakeholders/partners in Morocco.  S/he is required to demonstrate excellent relationship building for influence, communication and team working skills.

Qualifications and experience required

Interested candidates should have the following qualifications, skills and professional experience:


  • Proven experience of working with international organizations and/or government agencies on monitoring and evaluation, knowledge management or results based management
  • Education Master’s degree in a field relevant to the assignment (i.e. development studies, statistics, results based management, social sciences etc.)
  • Strong analytical aptitude and effective interpersonal and communication skills
  • High level of both written and spoken French.
  • Good command of written and spoken English and Arabic.


  • Knowledge and understanding of British Council aims and objectives
  • Experience in social development programming
  • Experience in working on Youth programming
  • A track record in working in the Middle East and North Africa region
  • Familiarity with PDIA (or similar) types of programme approaches
