SOS Children’s Villages  is an international non-governmental social development organization that has been active in the field of children’s rights and committed to children’s needs and concerns since 1949. In 133 countries and territories our activities focus on children without parental care and children of families in difficult circumstances.

We work on family-based, long-term care of children who can no longer grow up with their biological families. At our SOS Children’s Villages children experience reliable relationships and loving care once again. They grow up in a stable family environment and are supported individually until they become independent young adults.

We also support disadvantaged families to prevent crisis that can in the worst case scenario lead to children being placed in out-of-home care. Our family strengthening programmes build on families’ and communities’ resources, on their ability to organize themselves and on their responsibility for the well-being of the children.

The International Office for the Region North Africa and Middle East (MENA) supports capacity building and development in member associations and in different areas of work. It leads and guides the development of programmes, strategies and policies in the Region.

Purpose of Role

As a member of the Programme Development team the Child Safeguarding Advisor : Provides quality technical leadership and advice for the design, implementation and monitoring of Child Protection in MENA region; Provides  technical guidance to NAs teams and ensures that high-quality activities are implemented in a timely manner; Leads on developing proposals and securing funding for child protection related projects; Ensures the coordination of all Child Safeguarding activities through active participation in coordination meetings and working groups; Ensures qualitative support to countries on child protection, especially on sensitization, prevention, reporting and responding of cases, and monitoring    and    evaluation    of    the    implementation    of    the    Child    Protection    Policy.

Main Duties and Responsibilities

Ensure development of clear regional strategies on child safeguarding

·        Coordinate, support and ensure the consistency of MA strategic and annual planning on child safeguarding for MA’s

·        Provides information, advice and expertise in the field of work, in line with the priorities identified

·        Finds information on important activities and events of the civil society, international organizations, NGOs and suggest to the Regional PD Director and the appropriate participation.


·        Liaises with partners, recommend, organize and prepare meetings with key potential partner organizations as agreed with the Regional PD Director

·        Leads the development of tools, systems and structures to support child safeguarding

·        Implement the organization’s policy frameworks and actively participate in to the development of the work on child safeguarding

·        Keep track of the work within the countries on this field of work, through reviewing progress reports & statistics, other monitoring & evaluation reports, and regular contact with relevant staff and country/programme visits

·        Advises national focal persons on the development of required resources (tools, systems & structures), through relevant regional forums and processes

·        Drives regional planning processes in this area of work, facilitates relevant sessions of regional forums. Ensure that appropriate targets, objectives and actions are set

·        Gather relevant information, from inside and outside the organization, to support the development of these areas of work. This includes information regarding OVCs, child rights-based approaches, and alternative forms of childcare

·        To be a resource for other Programme Development Advisors in the region for child safeguarding issues


  • Minimum of 3-5 years’ experience in project/programme coordination and development
  • Experience in capacity building in project cycle management, programme proposal development, monitoring and evaluation and related subjects
  • Experience working in the MENA region


  • Master’s Degree in Psychology, Sociology, Social work or Human Rights

Experience and competencies:

  • Self-motivated, determined and innovative and with a « can do » mentality, able to identify and take advantage of fundraising opportunities
  • Extensive experience, working in child protection and programming, and with an interest and compassion for children
  • Extensive experience in building strong child protection systems and in delivering services to children, including in emergencies
  • Competencies on monitoring and evaluation and Child safeguarding mechanism
  • Able to set clear work programs and schedules and work independently towards achieving agreed targets
  • Good at relationship building at different levels of the organization and externally
  • Able to work under pressure and to meet tight deadlines
  • Team player
  • Willingness to travel in the MENA region regularly
  • Excellent written and oral communications skills in English and French; Arabic is a great asset
  • Highly developed interpersonal and communication skills including good listening skills, influencing, negotiation and coaching
  • Good ICT knowledge (Word, Excel, Internet research)



  • Fluency in English with excellent writing and speaking skills is required.
  • A high level of Arabic and/or French are also desired.
