Programme Summary

The FCO-funded Tackling economic, social and security challenges in Northern Morocco through support for Morocco’s regionalisation programme (TESS) is providing support to sustainable stability, security and prosperity in Morocco though an integrated approach. Working in this economically and politically marginalised region the Programme aims to produce a platform of stability and inclusivity conducive to harnessing the potential arising from investment and decentralisation occurring in line with Morocco’s development plan. Focussing on greater integration of Northern communities to strengthen political engagement at the regional and national level, link present economic opportunities.

After a successful inception phase, a Team Leader to manage the Programme through its implementation phase, ending March 2020, is now required.

Scope of Work

The team leader will be responsible for the technical leadership and in-country management of the project and its staff. Working closely with the technical director and the project management head office team, the team leader will be responsible for coordinating and overseeing the successful delivery of agreed upon Programme outputs in a timely and efficient manner. S/he will serve as the principal in-country point of contact for stakeholders, developing productive and professional relationships with these parties. S/he will also be the primary point of contact for DAI head office staff and take overall responsibility for the correct implementation of jointly established budget, technical and financial plans (at all times according to DAI and FCO guidelines), and management of the programme staff.

Specific Responsibilities

Project Management:

  • Deliver the programme effectively and efficiently in line with contractual deliverables;
  • Act as primarily point of contact between FCO, GoM and DAI Home Office;
  • Build close relationships with the client, beneficiaries and other stakeholders to assist with Programme delivery;
  • Ensure quality of Programme outputs accord with DAI and client requirements through mentoring, training and monitoring of staff and partners;
  • Ensure programme is carried out in line with the programme logical framework;
  • Ownership of programme tools such as the detailed workplan
  • Manage programme team
  • Create a productive and supportive working environment, providing astute and capable leadership at all times;
  • Hold meetings with stakeholders and facilitate meetings for other IPNM team members as appropriate.


  • Working closely with the Technical Director to provide technical direction;
  • Ensure quality of Programme outputs accord with DAI and client requirements through mentoring, training and monitoring of staff and partners;
  • Deliver key monthly, quarterly and annual programme reports, and all other reports and plans as necessary;
  • Supervise the accurate implementation of inception phase inspired work plans;
  • Provide clarity in focus and direction of work in line with the complex environments the project is present in;
  • Provide clear strategies for implementation across the Programme.

Business & Administrative:

  • Manage Programme expenditures within defined contractual budgets, ensuring value-for-money, and the productive and efficient allocation of resources;
  • Primary liaison with other development projects active in the region;
  • Represent DAI professionally and ethically at all times, ensuring that Programme team complies with DAI and FCO ethics regulations;
  • Represent DAI’s portfolio and business principles at all times;
  • With the assistance of the Global Security Director, supervise and ensure security per the Programme Security Plan;
  • Oversee financial reporting to DAI head office and approve expenditure and procurement as per procedures established in the TESS operations manual;
  • Work directly with DAI Head Office on programme implementation, personnel, and budget issues.


  • Relevant advanced degree;
  • Excellent oral and written French;
  • Oral and written Arabic; Moroccan Arabic desirable;
  • Oral and written English desirable;
  • Experience of managing large and diverse teams;
  • Experience of donor-funded projects, specifically UK funded donor programmes desirable
  • Evidence of successfully delivering measurable programme outcomes;
  • Experience of working with civil society and/or local government;
  • Strong ability in report writing;
  • Ability to build and maintain professional relationships with a diverse range of stakeholders;
  • Strong presentation skills;
  • Programme strategy development experience;
  • Solid understanding of financial management of large programmes;
  • Demonstrable knowledge and understanding of the complex dynamics of Northern Morocco;
  • Demonstrable experience of managing large teams;
  • Experience in implementing projects based on (some or all of) local economic growth, political engagement, narrative and perception change, institutional process and transparency;
