Context: School-to-School International (STS) is a nonprofit organization based in Pacifica, California committed to improving the lives and learning of girls and boys worldwide through thoughtful research, practice, and partnerships. For over a decade, we have partnered with individuals, government ministries, nongovernmental organizations, private foundations, and research institutions to improve the quality of children’s learning through educational research and integrated support solutions for children in primary school. We have worked in over 30 countries across the globe providing assistance in research and evaluation, curriculum and training, and policy and planning.
STS is looking for data collectors for a performance evaluation of the USAID-funded Reading for Success project in morocco. The performance evaluation is being performed by NORC at the University of Chicago in collaboration with STS between March 2019 and January 2020.
Goal: The goal of this performance evaluation of RFS has three objectives:
- Evaluate the degree to which the RFS project activities contribute to achieving the education development objective
- Inform the implementation of ongoing RFS activities, including the National Program for Reading (NPR)
- Inform the next Country Development Cooperation Strategy (CDCS) for Morocco

The results of the RFS evaluation will be used by the USAID/Morocco Education Office to inform the design of the new strategy and make any adjustments needed to improve the implementation of the National Program for Reading and other activities, including those related to deaf education. The results will be shared with broader USAID audiences, including USAID/Washington and other missions, to highlight best practices and lessons learned, and to inform upper management of the results achieved by the Morocco mission in basic education and early grade reading. In addition, relevant results will be shared with the Government of Morocco (GOM) counterparts and other donors to further promote improving basic education in Morocco through enhanced reading instruction in early grades.
The evaluators will utilize a primarily qualitative approach to address the research questions of interest.
Tasks and responsibilities
Data collectors will work under the supervision of the evaluation expert and the project manager will be responsible for the following tasks:
- Support the evaluators in performing administrative and logistical tasks
- Support the organization and implementation of workshops and data collection
- Administer semi-structured interviews with key stakeholders
- Administer selected learning site observations
- Facilitate focus group discussions with beneficiaries at the school and community levels
- Ensure evaluation data are collected, entered, and delivered to evaluators
- Ensure that data collection processes are respected to guarantee the validity of evaluation data
- Perform quality control of data collected by other evaluators on the ground
- Ensure the coding and delivery of notes and audio recordings of interviews
- Support technical managers in the STS home office and the project’s M&E team in the development and adaptation of evaluation tools
- Participate in preparation and organization of field visits by the home office team, research partners, and others as needed
- Perform any other tasks deemed useful by direct supervisor, the project, or STS
Required Qualifications and Experience
- University degree in statistics, demographics, information science, management and administration, or similar field
- One to three years of professional experience in the area of qualitative research, monitoring, evaluation, and data collection
- One to three years of experience in monitoring and evaluation with an international humanitarian organization
- Deep understanding of computer software: Microsoft Excel, Microsoft Word, Microsoft Outlook, Internet, and statistical programs
- Excellent organization, logistics, and analytic skills
- Ability to type in Arabic preferred
- Fluency in spoken and written Arabic required
- Fluency in spoken and written French or English required; English preferred
- Knowledge of Tamazight preferred
- Experience in the education sector preferred
Location of assignment
The data collectors will be based in Rabat with frequent travel to other areas served by the RFS project, possibly including Oriental, Souss-Massa, Rabat-Salé-Kenitra, Fes-Meknes, Marrakesh-Safi, Casablanca, or other regions as needed.
Length of assignment
The candidate will support fieldwork for three weeks of data collection in September and October 2019.
The duration of the assignment is up to six weeks.
