USAID Career Center is a program of USAID Morocco designed in close collaboration with the Ministry of National Education, Vocational Training, Higher Education and Scientific Research to promote the employability of young people in Morocco.
The objective of the program is to support the transition of young people between training and the world of work, on the one hand through the establishment of Career Centers in universities and vocational training centers and, on the other hand, through the integration of soft skills training modules into training curricula in three pilot regions of Tangier, Marrakech and Casablanca.
In order to promote the dissemination of Career Centers across Morocco and promote the employability of young people, the USAID Career Center program has designed the prototype of its “Opening and Developing a Career Center” Kit. This toolkit is a practical and comprehensive guide for use by the management of Moroccan higher education institutions and vocational training centers wishing to implement, independently, a Career Center within their institutions. It documents, step by step, constructing a Career Center from the launch phase through sustainability by offering operational advice, turnkey tools and models of good practices at each step. The prototype of the Kit is in the form of a briefcase (everything on paper) and a website (www.kitcareercenter.ma) which includes from the briefcase and allows for easy updating.
As part of its sustainability strategy, the program, which is entering its final phase, will concentrate on transferring increased expertise to the Ministry of National Education, Vocational Training, Higher Education and Scientific Research. The USAID Career Center program will support the Ministry in the establishment and formation of a central unit to ensure the continuity of program activities and the dissemination of Career Centers nationwide. To this end, a toolkit specifically dedicated to this central unit will be designed and sent to the Ministry before the conclusion of the USAID Career Center Program.
OBJECTIVES OF THE CONSULTANCY
IREX seeks a consultant to review and update the prototype of the “Opening and Developing a Career Center” Kit (printed format and website) as well as to design and develop a Kit dedicated to the central unit of the Ministry.
ACTIVITIES AND DELIVERABLES
STEP I – Review and update the “Opening and Developing a Career Center” Kit
- General review of the prototype of the Kit (printed format and website)
- Revisions and updates to the prototype content based on feedback from USAID Career Center and its partners (printed format and website)
- Matching the content of the Kit in the printed format and website
- The “Opening and Developing a Career Center” Kit in both the printed format and online is ready to be sent to program partners
STEP II – Produce the content and tools of the Kit dedicated to the central unit of the Ministry of National Education, Vocational Training, Higher Education and Scientific Research
- Identify the tools to produce
- Produce the identified tools
- All the elements of the Kit dedicated to the central unit are produced

The total level of effort proposed is 30 days between February 1, 2019 and May 31, 2019.
The consultant must have a higher education degree of Bac + 4 minimum, and professional experience proving his/her ability to provide the services requested. In particular, he/she must be able to prove that he/she has already supervised or contributed to the production of similar or equivalent services (production of a procedures manual, website production, production of “instructions for use”, etc.).
The Consultant will work under the supervision of the Technical Director and Technical Coordinator of the USAID Career Center Program and will be under the administrative authority of IREX representatives in Rabat and Washington, DC (USA).
