Westminster Foundation for Democracy (WFD) is an independent foundation sponsored by the Foreign and Commonwealth (FCO) and the Department for International Development (DFID). WFD specialises in parliamentary strengthening and political party development. It does this by supporting the development of parliaments, political party structures and civil society organisations. It is uniquely placed to draw directly on the expertise of the Westminster political parties in all its work.


Established in 1992, WFD has supported transitions to democracy in central and Eastern Europe, strengthened multi-party democracies in Africa, Middle East and North Africa and is expanding its work in Asia.


The Programmes:


Based in Rabat, WFD operates three programmes in Morocco, supporting both Houses of the Moroccan Parliament. WFD’s programmes all combine work with parliaments, the institutions that support parliaments and civil society organisations that interact with parliaments. The programmes generally aim to enhance and strengthen the oversight and legislative roles of parliament.



Main Purpose of the Role:


The Morocco Finance Officer will play a critical role in assisting WFD’s Morocco office to meet the objectives of all WFD Morocco programmes and ensure an accountable and accurate approach. This role is responsible for the accurate and efficient management of financial and administrative procedures and for ensuring excellent communication on, and co-ordination of, these requirements with stakeholders (for example stakeholders in parliament, political parties, FCO, WFD colleagues in the UK and overseas).



The successful candidate will have the following skills and experience: 



  • First degree or similar, in a relevant discipline for eg. degree in finance and accountancy; business studies, office administration, project administration;
  • Experience of, and excellent abilities in, accountancy and financial administration including management of cash flows, balance sheets, sizeable budgets (planning, monitoring and reporting)
  • At least two years’ experience in a similar role, in a similar type of organisation
  • High levels of proficiency in Excel and experience of using accounting packages eg. SAGE
  • Knowledge of project management methodologies in a good governance context (including logical framework, project cycle management, etc) and how to integrate good financial management into good project management.
  • Excellent levels of spoken and written English and Arabic (French is also an advantage)
  • Excellent organisational skills and the ability to work in a changing environment
  • Experience of procurement




  • Desirable French language fluency/proficiency
  • Desirable knowledge and/or experience of working for non-governmental organisations, ideally focused on international development
