Monitoring, Evaluation and Learning Specialist / Communication Officer

Role & Responsibilities:

  • Coordinate participatory M&E methods, including Most Significant Change and Scorecards. Document Learning and share feedback with communities and Funder.
  • Develop and manage project M&E system in accordance with approved Performance Monitoring Plan and in consultation with technical
  • Oversee baseline evaluation, and document any change in operation context
  • Develop and design surveys, review data quality, and serve to help author project reports and client
  • Oversee translation of documents and presentations as necessary (English, Arabic and French)
  • Ensure the timely transmission of reports (MELP mainly) to the project home office as well as to the client
  • Mentor technical and field team on data quality, data collection, and priority establishment
  • Monitor project performance based on achievement of performance targets, and alerting to redundancies
  • Provide documentation management and project archives, including activity reports, meeting minutes, and other information
  • Produce and coordinate thematic analytical papers, summaries, and research produced by the project
  • Assist project team support community partners with social communication projects and campaigns.
  • Identify reporting opportunities and produce communication tools, highlights, and success stories
  • Reports to Chief of Party, and performs any related duties as required by the position

 

Required profile:

  • At least 5 years of experience working with international donors in a monitoring and evaluation, reporting and external communication role, preferably with USAID
  • Demonstrated expertise developing and managing project M&E systems, including data quality control and analysis
  • Experience of both quantitative (survey) and qualitative (FGDS, interviews …) methodologies, and analytical capacity in both aspect
  • Strong writer and communication skills
  • Excellent networking and communication skills
  • Excellent writing and presentation skills
  • Excellent analytical skills
  • Ability to work with statistical analysis tools desired, but not a must
  • Ability to work on multiple tasks simultaneously; strong time management ability
  • Bachelors degree in relevant field required, advanced degree preferred
  • French, Arabic and English fluency,
  • Willingness to relocate to Tangier, Morocco
