Kaizen is seeking candidates for an anticipated USAID-funded Human and Institutional Capacity Development (HICD)

Kaizen is seeking candidates for an anticipated USAID-funded Human and Institutional Capacity Development (HICD) Analysis of Moroccan Ministry of National Education and Vocational Training. Operating out of Rabat, the Analysis will inform the Ministry’s implementation of their 15-year reform entitled Vision 2030, especially the components that will be supported by both USAID/Morocco and the Millennium Challenge Corporation (MCC). Estimated period of performance is of 18 months. The anticipated release date for the RFP is early winter 2015.

Team Leader

• +10 years of experience in international development, with at least 5 years of management experience, preferably on USAID-funded programs
• Experience leading assessment teams
• Demonstrated capabilities in institutional capacity development, monitoring and evaluation, budgeting, high-level strategic visioning, and leadership
• Demonstrated knowledge of USAID project cycle, agency policies, M&E and reporting required
• Exceptional oral and written communication skills
• Fluency in English required, in addition to proficiency in either French or Arabic (classical or Moroccan) (with fluency in all three languages preferred)
• Preferred candidates will hold one of the following certifications in HICD, or be in the process of completing said certification: 1) the Certified Performance Technologist (CPT) Credential from the International Society for Performance Improvement or; 2) Human Performance Improvement (HPI) Certificate from the Association of Talent Development

Human Resources and Organizational Development Specialist

• +5 years of experience in Human Resources, Organizational Development and Change Management, with work across competencies: change management, organizational development, performance management, leadership development, employee capacity planning
• Bachelor’s Degree in Business Management, Human Resources, Engineering, Education and Learning, Organizational Development or related field required
• Understanding of career development and employee engagement practices and experience measuring engagement and implementing practices to increase organizational performance
• Strong facilitation, communication, presentation and training skills

Gender Specialist

• +5 years of work experience in the field of international development, capacity building, education, or a related field, including 3 or more years of experience designing and conducting gender analyses
• Experience developing M&E performance indicators for gender-related interventions
• Demonstrated technical experience in education, specifically girls in education
• Fluency in English required, in addition to proficiency in either French or Arabic (classical or Moroccan) (with fluency in all three languages preferred)
• Prior HICD experience is strongly preferred Evaluation Specialist
• +5 years of professional experience conducting high-quality assessments to USAID standards
• Certification in capacity building field (CPT, HPI, or other), or in process of attaining said certification
• Experience conducting assessments in the education sector is strongly preferred.
• Prior experience assessing USAID-funded activities
• Proficiency in English and Arabic required; proficiency in French strongly preferred

Certified HICD Specialist

• Certification as a Certified Performance Technologist (CPT) and/or in Human Performance Improvement (HPI), or in the process of completing one or both of these certifications
• +5 years of experience implementing HICD, organizational development, change management, local capacity building on development projects in developing or transition countries
• Knowledge of USAID project cycle, agency policies, regulations reporting requirements for financial management and procurement
• Fluency in English required, in addition to proficiency in either French or Arabic (classical or Moroccan) (with fluency in all three languages preferred)

Education Specialist

• A Bachelor’s Degree and +8 years of experience OR a Master’s degree and +5 years or experience working in the education sector, with an emphasis on education policy and administration, elementary education, and early grade reading
• Experience in organizational development or human and institutional capacity development
• Prior experience working on USAID-funded projects.\
• Fluency in both French and English as well as excellent oral and written communication skills

Workforce Development and TVET Specialist

• A Bachelor’s degree or higher in Human Resource Management, Vocational Training, Economic Development, Education or related field
• Prior experience designing and implementing TVET, workforce development, or youth employment programs
• Prior experience in the Middle East North Africa region required; prior experience in Morocco is preferred
• Prior experience working with MCC preferred
• Fluency in Arabic and French required. Strong proficiency in English is preferred
