IBI International recrute Organizational development & performance improvement specialist

IBI is seeking experts and consultants to participate in a USAID-funded project to conduct a Human and Institutional Capacity Development (HICD) Analysis for the Moroccan Ministry of National Education and Vocational Training. This analysis will contribute to Ministry’s 15-year reform plan to improve the quality of educational service delivery.

The Following Positions are available:

ORGANIZATIONAL DEVELOPMENT &

PERFORMANCE IMPROVEMENT SPECIALIST

Specific Responsibilities:     

The Performance Improvement Specialist will report to IBI’s Project Management Unit and will be responsible for assessing Moroccan education institutions, designing and implementing a strategy to enhance the institutions’ abilities to complete objectives.  The consultant may develop and provide trainings as needed, or other capacity building interventions.

Required Qualifications:    

  • A Bachelor’s Degree and at least ten (10) years’ experience working in Human Resources with an emphasis on assessments, training and performance improvement. Experience in Education and/or Education Policy is an advantage.
  • At least four (4) years’ experience consulting overseas.
  • At least two (2) years’ experience consulting in the Middle East and/or North Africa.
  • A proven ability to design, develop, and implement programs from inception through execution.
  • Ability to work productively in highly collaborative settings while also able to function independently.
  • Demonstrated ability to interact professionally with and mentor culturally diverse staff & clients at all levels of seniority.
  • Fluency in both French and English as well as excellent oral and written communication skills.

 

Additional Preferred Qualifications:

  • An advanced degree in Human Resources, Organizational Development, Education Policy or a related field.
  • Certification in capacity building field: CPT, HPI, or other.
  • Fluency in Arabic
  • Consulting experience in Morocco

 

EDUCATION SPECIALIST

Specific Responsibilities:     

The Education Specialist will report to IBI’s Project Management Unit and will be responsible for assessing Moroccan education institutions, designing and implementing a strategy to enhance the institutions’ abilities to complete its objective to improve early grade reading outcomes.  The consultant may develop and provide trainings as needed, or other interventions.

Required Qualifications:    

  • A Bachelor’s Degree and at least ten (10) years’ experience working in Education with an emphasis on education policy and administration, elementary education, and early grade reading.
  • At least four (4) years’ experience consulting overseas.
  • At least two (2) years’ experience consulting in the Middle East and/or North Africa.
  • A proven ability to design, develop, and implement programs from inception through execution.
  • Ability to work productively in highly collaborative settings while also able to function independently.
  • Demonstrated ability to interact professionally with and mentor culturally diverse staff & clients at all levels of seniority.
  • Fluency in both French and English as well as excellent oral and written communication skills.

Additional Preferred Qualifications:

  • An advanced degree in Education Policy, Education Management, or a related field.
  • Experience in organizational development or human and institutional capacity development.
  • Certification in capacity building field: CPT, HPI, or other.
  • Fluency in Arabic

GENDER SPECIALIST  

Specific Responsibilities:      

The Gender Specialist will report to IBI’s Project Management Unit and will be responsible for assessing gender parity and equity in Moroccan education institutions, then developing options for performance improvement. The consultant may develop and provide training as needed, or other capacity building interventions.

Required Qualifications:      

  • Minimum eight years of professional work experience in gender analysis on development programs in complex and dynamic work environments, preferably post-conflict countries
  • Advanced degree in international development, organizational development, gender studies or other relevant field
  • Familiarity developing M&E performance indicators for gender-related interventions
  • At least four (4) years’ experience consulting overseas.
  • At least two (2) years’ experience consulting in the Middle East and/or North Africa.
  • A proven ability to design, develop, and implement programs from inception through execution.
  • Ability to work productively in highly collaborative settings while also able to function independently.
  • Demonstrated ability to interact professionally with and mentor culturally diverse staff & clients at all levels of seniority.
  • Fluency in both French and English as well as excellent oral and written communication skills.

Additional Preferred Qualifications:

  • Certification in capacity building field: CPT, HPI, or other.
  • Fluency in Arabic
  • Consulting experience in Morocco

EVALUATION SPECIALIST

The Evaluation Specialist will report to IBI’s Project Management Unit and will be responsible for assessing Moroccan education institutions, leading and managing all M&E aspects of the HICD analysis. The Specialist may also be expected to design and implement strategies or systems to enhance the institutions’ abilities to monitor their progress and performance improvement.  The consultant may develop and provide training as needed, or other capacity building interventions.

 

Required Qualifications:      

  • A Bachelor’s Degree and at least ten (10) years of general experience in international development program implementation and review, including management of M&E programs for U.S. Government agencies, international donors, or international NGOs
  • At least four (4) years’ experience consulting overseas.
  • At least two (2) years’ experience consulting in the Middle East and/or North Africa.
  • Experience developing and implementing performance management systems for training or educational institutions; experience developing evaluation methods for training courses
  • Ability to work productively in highly collaborative settings while also able to function independently.
  • Demonstrated ability to interact professionally with and mentor culturally diverse staff & clients at all levels of seniority.
  • Fluency in both French and English as well as excellent oral and written communication skills.

Additional Preferred Qualifications:

  • A Masters’ degree, preferably in Statistics, Economics, International Development or related field, preferably with a strong emphasis on quantitative and qualitative research.
  • Certification in capacity building field: CPT, HPI, or other.
  • Fluency in Arabic
  • Consulting experience in Morocco
