Golden Resources is a company that offers back-office and operational support, as well as local expertise in the gender, M&E, and communications areas.

Summary of Position

GOLDEN RESOURCES is seeking a Program Assistant for a four-year USAID-funded workforce development project in Morocco. The project may focus on strengthening the workforce and improving the employability of youth, enhancing their career potential for entering the labor market through vocational training services, business-led workforce development partnerships, and job placement.

Tasks

Supervised by the Chief of Party (COP) and the Technical Director, the Technical Support Coordinator will work closely with the program technical staff, both in the Rabat office and the pilot regions, to ensure successful implementation of cross-cutting activities of USAID Career Center as well as to contribute to the production of key deliverables related to the Career Center model. The Technical Support Coordinator will support the COP and Technical Director by fulfilling the following main responsibilities: 1) Supervise technical consultants on programmatic technical deliverables; 2) Pilot the implementation of gender-focused activities in the six pilot Career Centers; 3) Pilot the implementation of activities to reinforce the participation of people with disabilities in the six pilot Career Centers; 4) Support communication and outreach efforts of the program.

Duties and Responsibilities

The Technical Support Coordinator will support the COP and the Technical Director by fulfilling the following responsibilities:

1) Supervise technical consultants on technical deliverables related to the Career Center model:

  • Coordinate with program technical staff and consultants key deliverables such as the production of the “Build Your Career Center Toolkit” or the “Career Center Procedure Manual”
  • Identify and hire local consultants,
  • Coordinate consultants’ work in the field with the regional offices
  • Ensure all logistical coordination with consultants (local and international)
  • Contribute to deliverables and their validation

2) Pilot the implementation of gender-focused activities in the six pilot Career Centers:

  • Oversee Career Center’s integration of strategies that address women’s barriers to accessing quality training and employment, ensuring services by the program to promote gender equality and female empowerment
  • Supervise with each pilot region and pilot Career Centers the implementation of planned gender-focused activities
  • Support pilot regions in connecting and working with local civil society organizations that can support the Career Centers to achieve their objectives in terms of gender integration

3) Pilot the implementation of activities to reinforce the participation of people with disabilities in the six pilot Career Centers

  • Oversee Career Center’s integration of strategies to increase participation of people with disabilities in the Career Center activities
  • Supervise with each pilot region and pilot Career Centers the implementation of planned activities to reinforce the participation of people with disabilities in the centers
  • Support pilot regions in connecting and working with local civil society organizations that can support the Career Centers to achieve their objectives in terms of increased participation of people with disabilities in the six pilot Career Centers

4) Support communication and outreach efforts of the program

  • Support the Communication and Mobilization Manager to ensure successful implementation of the program’s Communication Strategy and Branding and Marking Plan;
  • Contribute, as necessary, to the production of program or Career Center communication tools.

Key Skills and Knowledge

Required

  • A Master’s degree in international development, social sciences, communications, business, and/or related field
  • Minimum four years of experience in the above-mentioned or related fields
  • Strong critical thinking and technical writing skills (in French), with a proven track record of production of written deliverables
  • Strong administrative and organizational skills with the ability to multi-task
  • Successful track record in managing consultants from various fields
  • Proven track-record of working effectively with a wide range of actors, including civil society, academic and private sector representatives, international donors
  • Solid experience working on development programs
  • In-depth understanding of the Moroccan labor market and/or higher education and vocational education systems
  • Strong multicultural and interpersonal skills
  • Ability to work as part of a team and independently
  • Ability to cope with stress and to organize and prioritize workload
  • Demonstrated commitment to considering and addressing the needs of marginalized groups including women, youth, and people with disabilities
  • Outstanding written and verbal communications skills in French
  • Good command of English. Arabic will be considered as an asset
  • Excellent computer skills: specifically, MS Office
  • Must be available for local travel throughout Morocco (Tangier, Marrakech, Casablanca)

Preferred

  • Experience in the fields of gender and/or participation of people with disabilities.
  • USAID experience preferred.

Applicant must provide references for the last three years of work experience.

The selection of final applicant is subject to USAID approval.

REPORTING

The Technical Support Coordinator will report directly to the USAID Career Center Technical Director, with strong connections with the COP.
