Creative is pursuing a five-year activity funded by the Morocco Millennium Challenge Account (MCA) to increase the employability of Moroccan students by improving the quality, relevance, and equitable access to technical vocational education and training (TVET) to respond to private sector requirements.
The Workforce Development Activity aims to increase the employability of Moroccan youth by 1) improving the quality, relevance, and equitable access to private sector-driven TVET programs that respond to private sector needs; 2) provide effective employment services to help unemployed or economically inactive women and unemployed, at-risk urban and peri-urban youth obtain quality jobs; 3) support the operationalization of a labor market observatory to provide a broad range of stakeholders with dynamic labor market information to improve decision-making for public policy and private investment; and 4) operationalize TVET sector policy.
The Workforce Development/Vocational Skills Specialist will take a lead role in improving the quality and relevance of education, training, and job intermediation services, and employment support offered by target TVET institutions. Curriculum development support to TVET institutions and their instructors will include developing and strengthening leveling courses as well as courses in the target sectors, job profiles, and skills, as required. The Workforce Development/TVET Specialist should expect to manage the following results, including: i) production of instructor training manuals and ii) adapting existing curricula to incorporate new technologies and specific needs expressed by employers. Importantly, the Workforce Development/Vocational Skills Specialist will work with TVET institutions to improve/expand the service offerings—either through in-house improvements and/or through partnerships—to include important job intermediation functions such as internships, job matching, job information, career counseling, mentoring, entrepreneurship support and other important follow-on support.
Reporting & Supervision:
The Workforce Development Specialist will report to the Team Leader based in Rabat.
Required Skills & Qualifications:
- Advanced degree in Education, Business, Economics, Public Policy, or other relevant field, or equivalent work experience;
- Minimum of 5 years of experience in workforce development;
- Excellent track record of achieving improved employment outcomes in similar workforce development activities;
- Experience in designing and delivering life skills programming for youth;
- Proven understanding of needs to support youth active in the informal sector;
- Excellent written and oral communication skills in French required; and
- Written and oral communication skills in Moroccan Arabic preferred.
